I am not aware of any good translations of The Riming Poem, and it is hard to say what the poem is discussing. It is easy to say, however, that the regular alliterative mode was far more effective than the use of rhyme for Anglo-Saxon poets. Still The Riming Poem is interesting on its own and for what it says about the possibilities for rhyme in Old English (rhyme is used for ornamentation in other places).
